Under general supervision, performs professional accounting duties associated with maintaining accounting records and systems. Employee is responsible for analyzing financial transactions, preparing financial statements and reports to control and account for Library funds and to analyze and project financial data. Duties assigned to employee may vary according to the specific needs of the department or the allocation of the workload; however, work involves some combination of the following responsibilities: Accounts Payable, Fixed Asset Accounts, Payroll, and General Accounting or Bookkeeping. Accounts Payable work involves verifying and logging payable data; printing a list of Accounts Payable funds; printing and re-checking Accounts Payable checks. Fixed Asset Accounts work involves reconciling, analyzing and reporting fixed assets. General Accounting or Bookkeeping work involves the preparing budgets and financial statement notices; verification, reconciliation, compiling financial and statistical data for preparation of budgets; analyzing asset and liability accounts; reconciling bank deposits; operating and maintaining accounting software; Report preparation associated with procedures of accounting or bookkeeping; and entering amounts in ledgers and journals.


  • Researches and extracts financial, accounting and statistical data for analysis.
  • Compiles financial and statistical data for preparation of budgets, budget amendments and annual financial statements.
  • Assists library director in preparation of annual budget and notes to financial statements. 
  • Prepares Capital Asset Footnote annual for the annual financial statements.
  • Maintains fixed asset accounting software, responsible for adding, deleting and disposing of all fixed assets.
  • Adjusts entries
  • Prepares monthly journalizing of cash receipts and disbursement, along with any other journal entries.
  • Summarizes data into a general ledger and compiled financial statements.
  • Prepares statements of assets and liabilities and the related statement of revenue and expenses – cash basis
  • Prepares monthly and quarterly financial statements
  • Prints Accounts Payable checks; verifies Accounts Payable address, amounts, etc.; attaches invoices to checks
  • Prepares and prints out annual reports concerning fixed assets; submits reports to the Director/Board as needed
  • Prepares and processes bi-weekly payroll deposits
  • Prepares and submits quarterly tax reports
  • Prepares and submits annual tax reports
  • Prepares and verifies employer's federal tax return
  • Prepares W-2’s and 1099’s at year end
  • Maintains inventory data – on a monthly basis for invoiced items
  • Maintains monthly closeout of general journal and ledger for reporting
  • Maintains proper coding for chart of accounts
  • Reviews and verifies weekly financial reports for all Library locations [fine fund reports]
  • Reviews and verifies monthly petty cash reports [for all locations]
  • Verifies and maintains bank deposits to the various fund accounts
  • Prepares, verifies, and maintains unemployment tax forms
  • Prepares general journal report to Auditor
  • Attends insurance meetings and parochial retirement meetings           


May order office and janitorial supplies


  • Considerable knowledge of accepted theories and principles of accounting and methods of evaluating financial performance
  • Proficiency in Microsoft Excel and Intuit QuickBooks, as well as various other office software applications
  • Considerable knowledge of arithmetic
  • General knowledge of state and local fiscal regulations, policies and procedures
  • General knowledge of modern office practices, methods and procedures
  • Ability to organize and effectively process and maintain financial records and files, and prepare reports from them
  • Ability to detect and reconcile discrepancies in accounting transactions and financial reports.
  • Ability to add financial transactions data from manual or computer prepared ledgers and to generate statements of condition and profit or loss.
  • Ability to understand and apply laws, regulations and policies to the maintenance of financial records.
  • Ability to verify documents and forms for accuracy and completeness.
  • Ability to discern problems in internal control.
  • Ability to communicate orally and in writing.
  • Ability to understand and follow oral and written instructions.
  • Ability to exercise independent judgment, discretion and initiative in completing assignments.
  • Ability to establish and maintain effective working relationships with other employees and the general public.

Bachelor’s degree in accounting. Have 1 to 3 years in governmental accounting experience, specifically
parish government experience. Any equivalent of experience that would provide the required knowledge.

Valid Louisiana driver’s license.

Must be able to walk, sit, stoop, reach, lift up to 25 pounds, stand, talk, listen, and use equipment such as a computer, telephone, digital equipment and scanner, microfilm reader/printer, fax machine, and photocopiers. Normal vision requirements.
