JOB DESCRIPTION

Summary
The Human Resources Manager provides strategic leadership while maintaining and enhancing the organization's human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. Under direction of the Director, Human Resources Manager performs and manages projects, annual plans, and daily activities to ensure the library meets or exceeds agreed upon goals and objectives.  These goals and objectives relate to Talent Acquisition, Talent Retention, Performance and Compensation Systems, Policies, Benefits Administration, Organizational Development, etc. Contribute to Library goals and objectives through compliance with Library policy and procedures.

Duties and Responsibilities

  • Recommend, develop, implement, administer, and maintain policy and process documentation, with emphasis on Employee Handbook. Ensure policy compliance with local, state, and federal regulations.
  • Monitor personnel administration files, and personnel records, including historical records.
  • Develop and maintain a recruiting, interviewing and on-boarding program; counseling managers on candidate selection; conducting and analyzing exit interviews; and recommending changes.
  • Direct the recruiting, interviewing, screening, placing, classifying and orienting of new employees and internal transfers.  Responsible for offer letters, new hire packets and other pertinent information for each new employee.
  • Ensure the compliance of compensation and benefits with applicable federal, state, and local laws; analyze, develop, implement, and maintain compensation policies and pay structures.
  • Prepare budget recommendations. Monitor and control expenditures for assigned budget lines.
  • Research, study legislation and other legal decisions to assess their applicability to the library’s environment, and write policies and procedures to comply.  Advises on topics regarding compliance procedures.  (FLSA, ADA, FMLA, EEO, etc.)
  • Administer wage and salary policies by identifying and validating job results, duties, and qualifications. 
  • Develop and maintain a work structure by ensuring up to date job descriptions for all positions; updating job requirements as necessary; and using descriptions to establish a job grade system. 
  • Develop and maintain a performance management system. Counsel management on feedback techniques and objective reviewing.
  • Assess effectiveness and utilization of human resources by studying staffing, available resources, outcome of job results, succession plans and career development.
  • Develop efficient and consistent staff schedules for each library location to minimize personnel expenses and maximize utilization of human resources.
  • Work with Director to coordinate training and development of staff.
  • Assist library administration in planning, scheduling, and conducting semi-annual staff training sessions and other training events.
  • Interpret personnel policies and procedures to staff; investigate and review disciplinary actions and advise management on proper courses of action; and resolve employee concerns; keep Director apprised of all key personnel issues.  Train managers to coach and discipline employees and monitor all sensitive situations.
  • Maintain professional and technical knowledge.
  • Within scope of the position, consult library administration and recommend management decisions using independent judgment and discretion in matters of significance involving the library’s operation.

This position has no supervisory responsibilities.

Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment.

Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stoop as necessary. This position requires the ability to occasionally lift office products and supplies, up to 20 pounds.

Travel
Occasional travel required to attend training seminars, etc.

Required Education and Experience
Four-year college degree in Human Resources Management (preferred) or Business Administration; Certificate in Human Resource Management (CHRM) (preferred) and minimum 3 years of consecutive human resource generalist experience or any equivalent combination of education and experience that provides the required knowledge, skills and abilities.

  • Successful participation in pre-employment criminal background check screening.
